The Deputy Director works in partnership with the Director to provide vision and support to the Planning and Development Department as a whole and is accountable for achieving departmental and divisional outcomes while ensuring development aligns with City objectives, policies, and regulatory requirements. The Deputy Director leads a team of highly skilled professional planners, technologists and support staff and is responsible for administering various planning projects and policies, and for providing information, assistance, advice, and counseling to various internal and external contacts on planning matters that align with the growth and sustainability of the community. Duties include assigning, reviewing, supervising, and evaluating the work of staff engaged in policy planning and development permits and approvals.Duties are performed with considerable independent judgement and action in accordance with established policies and sound administrative practices. The Deputy Director will assist in developing policies and resolving complex issues that have City wide implications.Key accountabilities of this role include:Plan, organize and direct the operations and programs of the planning division while ensuring alignment with the City?s strategic direction Actively fostering alignment within the department and interdepartmentally to advance strategic and operational deliverables Prioritize review, and respond to work requests from City staff, Council and the community and determining staffing and financial resources required Provide strategic direction, advice, and information on matters related to departmental operations and programs Actively participate in the development of divisional and departmental policy, procedures, and strategic plans Prepare and present recommendations for changing, amending existing divisional and departmental plans, policy, and bylaw provisions Prepare and present reports and presentations to Council, task forces, advisory committees, and a variety of other community interests and authorities Determine staffing and financial resources required to execute strategic and operational deliverables Lead and develop manager and staff by promoting and demonstrating a culture of innovation that seeks new and creative ways to deliver services and meet organizational goals Supervise staff, including scheduling, assigning, and reviewing work, coaching, and development, performance management including discipline, and recruitment and retention Prepare and oversee division business planning, budgeting, and financial reporting Resolve a variety of complex or contentious administrative and technical issues arising out of operations, render decisions on complex issues of interpretation Oversee policy planning and development permits and approvals Establish and maintain effective working relationships with a variety of internal and external contacts such as owners, contractors, architects, developers, design professionals and the public| Attend Council and other meetings and consult with a variety of internal and external contacts Perform related duties in keeping with the purpose and accountabilities of the job including fulfilling the acting Director role as required.Requirements include:Ten years of related work experience in progressively senior and complex planning roles that demonstrate a thorough knowledge of BC building construction and regulatory requirements.
