In this role, you will : Responsibility 1 - Emergency Management Operational Planning, Budgeting and Reporting Ensure the development of a provincial EM work plan that is regularly updated based on evolving program priorities and levels of resourcing. Lead the provincial EM team through the development of the 3 year plan. Work with Director/Sr. Manager, as well as the finance team to develop the annual budget and related documentation including capital request when applicable. Develop a reporting framework and produce reports to provide regular information to stakeholders such as municipalities, provincial government, donors, and senior leadership. Responsibility 2 - Emergency Management Monitoring and Support Develop, implement and monitor a province-wide accountability framework that ensures compliance with performance indicators, financial accountability and operational readiness indicators for EM program. Monitor, track, and diarize EM contracts and formalized agreements including tracking obligations, contract management/performance, termination dates and ensure legal review of contracts/agreements and renewals as required. Develop and implement reporting standards and mechanisms to ensure the professional and timely communication of program achievements in relation to establish targets and objectives. Responsibility 3 - Emergency Forecasting Consolidate an annual picture of risks specific to the geography (hazards, vulnerability and capacity). Collect, collate and analyse forecast and hazard/risk information from a variety of external sources, including government partners, academia and the private sector where relevant. Produce province and territory specific quarterly, annual and strategic (3-5 year) dashboard of planning assumptions, translating hazards and risks into specific, measurable forecasting to help geographic and service line leadership anticipate change and promote participation in readiness planning. Responsibility 4 - Translate Requirements into Emergency Readiness Plans Co-design and lead annual and seasonal scenario-based planning processes based on the annual and quarterly planning assumptions/forecasts, including building out a mock workforce plan and assessing readiness gaps and risk mitigation strategies across all service lines within the geographies. Support the development and implementation of new and revised emergency readiness planning tools, processes and plans, including Readiness Standards and contingency plans, and act as a regional champion for tool implementation. Work in collaboration with Quality Management to analyse evaluations and other lessons learned sources to identify opportunities for improved readiness, including clarifying operational strategies, the requirements for capacity, intervention tools and the Red Cross service offerings, closing the cycle by feeding back into future readiness planning. Responsibility 5 - Research and Advisory Support Identify key planning issues, make recommendations and develop related decision papers / project charters in consultation with departmental personnel and other programs' personnel. Lead strategic development projects, supervise project personnel and ensure implementation of project objectives.
